The State Property Agency’s 2025 Report, now in its third annual edition, describes the paradigm shift in the management of the state’s real estate assets, which has moved from a purely administrative approach to a model of urban regeneration and strategic enhancement. The document outlines how 24 “City Plans” have already been launched in collaboration with local authorities, with the goal of reaching 65 by 2028. These initiatives are designed to address housing, social, and territorial development needs. The document also includes the new 2025-2028 Industrial Strategic Plan and the first Sustainability Plan, accompanied by voluntary ESG reporting in accordance with the CSRD, validated by an independent body.
The financial data show significant growth: over the past three years, investments have increased by 144%, reaching €3.9 billion, while the total number of projects launched rose by 11.4%. In 2024, seismic vulnerability assessments were also completed on 2,000 government-owned buildings, in addition to numerous energy efficiency and seismic retrofitting projects. Expenditures on rent decreased by 11.2%, generating cumulative savings of €120 million once fully implemented starting in 2024. The Agency’s productivity rose to €2.73 for every euro invested, an increase of 62.5% compared to 2021. On the environmental front, the report indicates a 69% reduction in primary energy consumption compared to pre-project levels, with 42% of projects resulting in reduced land use and 47% of surfaces made permeable.
The real estate portfolio managed by the Agency is highly diverse and includes approximately 20,000 properties, including barracks, offices, prison complexes, historic infrastructure, churches, archaeological sites, forests, and agricultural land. Seventy percent of the properties are valued at no more than 200,000 euros, while those of greater value—exceeding 150 million euros—are primarily intended for use by the public administration. Properties for public administrations account for 86% of the total value, with an average of 4.3 million euros per property. In 2024, 18 calls for temporary use of decommissioned properties were published to facilitate their immediate utilization, and major regeneration projects were launched, such as the transformation of the former Città dello Sport in Tor Vergata into a “Green City” for the 2025 Jubilee and the revitalization of the Bourbon Gunpowder Factory in Scafati. Over the 2021–2024 period, the number of projects increased by 15% (from 384 to 441) and the value of investments by 107% (from 1.4 to 2.9 billion euros), confirming the effectiveness of the new strategy focused on sustainability, innovation, and regional attractiveness.
