The State Property Agency’s 2026 Annual Report details the scope of the assets managed by the agency, consisting of over 45,000 properties, with a total area exceeding 44 million square meters and an estimated value of 63.2 billion euros. Between 2022 and 2025, the Agency initiated investments totaling over 5 billion euros and, in 2025 alone, helped mobilize more than 120 million euros in private capital. During the same period, the number of projects initiated and completed increased, consolidating the Agency’s role as a contracting authority and contributing to the rationalization of public administration spaces. A central role in implementing the strategy is played by the City Plan for Public Real Estate, which promotes collaborative planning with local authorities, government agencies, and universities to identify uses most consistent with the needs of local communities. As of June 2026, 37 City Plans had been signed, involving a total of 439 properties designated, among other things, for social housing, student housing, green spaces, and new community services.
The Report devotes a section to the transformation of public administration offices, with the goal of creating more efficient, sustainable, and digitized spaces, designed as modern workplaces that are more open to citizens. Examples include the new headquarters of the Emilia-Romagna Regional Directorate of the State Property Agency in the former Embassy Cinema in Bologna, the future headquarters of the Ministry of the Environment and Energy Security in Rome, the repurposing of the building on Via Cerva in Milan, and the renovation of the former Women’s Prison in Perugia, which is set to house the new Public Prosecutor’s Office. Another focus is on the regeneration of large public complexes through the redevelopment of former barracks, prison complexes, military areas, hospital campuses, and other decommissioned properties. Fifty-seven projects are currently underway, with a total value of 2.9 billion euros. Among the projects mentioned are the former STAVECO and STAMOTO barracks in Bologna, the former Arsenal in Pavia, the Green City for health, research, and education in Tor Vergata, Rome, as well as projects at the New Umberto I Polyclinic and the former Forlanini Hospital. In the case of Perugia, the redevelopment of the former prison complex is part of the broader project for the new Citadel of Justice.
The report also highlights initiatives dedicated to enhancing historical and cultural heritage, public-private partnership tools, the digitization of processes—through the growing use of BIM, digital twins, smart buildings, and artificial intelligence in the design and management of public buildings—and to the role of cooperation with private operators in attracting new investments and accelerating regeneration processes.
In general, the Report highlights the Agency’s efforts to gradually shift from an administrative management of public assets to an approach focused on urban regeneration and the creation of economic and social value.
