Urban regeneration is now the primary driver of sustainable and balanced urban development, but traditional urban planning tools are no longer adequate for managing the complex transformations currently affecting cities. In this context, public-private partnerships—understood in a broad sense and not limited to the Public Contracts Code—emerge as the only model truly capable of implementing regeneration processes, thanks to their ability to integrate public objectives, private investment, and design quality.
To function, however, PPPs require a profoundly overhauled regulatory framework: clearer, more flexible, and process-oriented rules capable of moving beyond a system designed for urban expansion rather than the transformation of the built environment. It is necessary to promote quality, simplification, legal certainty, and co-design among all stakeholders involved.
The document offers a reasoned summary of the analyses developed within the Urban Planning Working Group of Confindustria Assoimmobiliare, outlining the legislative, administrative, and operational conditions necessary for a land-use policy grounded in sustainability and regeneration.
