Davide Albertini Petroni, President of Confindustria Assoimmobiliare, and Guido Inzaghi, President of the Urban Planning Working Group, testified before the Senate Environment Committee as part of the review of the bill titled “Provisions for the Authentic Interpretation of Urban Planning and Building Regulations” (commonly known as the “Salva Milano” bill). They reiterated the need for swift final approval of the measure in the same wording already approved by the Chamber of Deputies.
This urgency applies not only to the city of Milan, where major real estate investments have been stalled for over a year, but to all municipalities in Italy. Regulations governing matters such as urban planning and construction, which have particularly significant social impacts, must be clear and applicable in every local context; and should the need for their interpretation arise, it must be addressed as quickly as possible so as not to compromise the rights of citizens—families, workers, students—who are awaiting solutions to basic needs such as housing. During the hearing, clarifications were provided regarding certain concerns—which the Association considers entirely unfounded—regarding the potential negative impacts of the regulation on territorial planning and urbanization charges.
